I believe unless you are a govt agency or a non-profit it is illegal in every state.

Every state has different rules for contests and raffles. Then again if people REALLY used lawyers as often as they say you should or preach to others. Then they too would also realize that every contest posted on this board and any others that I can think of has broken some state laws if it was open to US citizens.

Call your states atty generals office and dept of consumer affairs office and tell them you want to run a lottery website and see what they say.
