European Billing company. New VISA regs.
 
As you probably already know, effective November 1st are the new VISA regulations regarding IPSP's (Internet Payment Service Providers - more simply, third-party billers :)) ability to process VISA cards for their clients. Presently I am processing credit cards using Ibill's services, but according to these new regulations I should have USA presence in order to fill in the documents necessary for Ibill to continue accepting VISA for me.
Being located in Spain and having no desire to open any kind of firm in USA, I am going to remove this VISA option from my Ibill services soon - but since the majority of all credit cards transactions belongs to VISA, I wish to continue accepting VISA
cards. What Europe Payment providers dont apply new VISA regs? As far as I know it apply only to US and will to know with what company to process my sites?

I'm in the same situation like you.
Right now I'm waiting for an answer from ccbill if they can process inside EU. The big questions is if the visa regs. are country specific or region specific.

I can give you the name of a good third party Euro service, however you will have to be incorporated in Germany in order for them to process you after Nov 1, according to the rules they have received from their acquiring bank.
