To keep the our performers happy, we need lots of visitors. Huge Affiliate-Networks will charge us 30% on all webmaster commissions. Thats why we are happy to offer you the same money:

After you signed up, you will be granted 5 % on all webmaster commissions which come through your referals.
After you managed to bring us at least 10 active webmasters, we will increase that to 10 %.
After you managed to bring us at least 40 active webmasters, we will increase that to 20 %.
After you managed to bring us at least 100 active webmasters, we will increase that to 30 %.

Maybe I am thinking wrong but

Studio Cost = 30%
Webmaster Referreal = 30%
Webmaster Payout = 30%
Processing = (if ccbill/paycom 10%) if merchant account 5-7%
So that leaves 0-5% profit for you?

Or do you not pay until users use all the money deposited. In that case you'd do fine since users leave lots of unused money.

there is a little mistake in your calculation:
the basis of the webmaster referal fee is the webmaster payout of course ;-) .. so it is 0.3*0.3 of the overall turnover ...

but still you are right ... not very much money left for us :-(
but if the turnover is high, even 1% can be enough ...even if we give away up to
