What is a "surfer"?

I keep hearing people refer to "surfer" and "surfers". What do these two words mean? Are they the same as HTML or server? Are people just typoing server? I don't understand! HELP! :(

Yes they mean "server" We like to call them "stupid" "losers" "Deadbeats" "free Loaders" etc.
