It's rare, but I can assure you it has happened. One of my neices was such a kid, when she was 12 she was running away from home and passing for 18 at bars. She was tall, developed way early, and with the right hair and makeup you would swear she was of age or close to it. She got in a lot of trouble and gave my family a lot of grief back then.

Might be 1 in 100,000 or more, maybe even one in a million, but I know first-hand that it can happen. And believe me I wish I didn't. She's a mess to this day.
