What defines a legal x rate Tube site?

How does the site manage 2257? and so on.....

Any input is appreciate it :)

illegal content / stolen content = illegal tube site

www.tiavastube.com is legal (promo content only) although it's not a youtube-style tube site cause it's not possible to upload at my site.

The problem is when they upload. How can the 2257 be tracked? They claim it to be legal, but how?

Like most legal issues, this is a far more complicated question than people generally realize.
