There's a little cat outside my house miaowing for over 20 minutes now infront of my and my neigbours window. It's raining very much outside and obviously the cat wants to get taken in. I don't know if it's my neighbours cat but I think so. I don't really want to have her in my house because I am alergic against cats. :Oh crap

Maybe you should tell this to your neighbor if he's at home.

If not then you'll have to face an action-packed half an hour until you get his number from another neighbor or tracing him / her down on the internet.
