or is it better to have 50,000 idiots a day calling 911 because their cat is up a tree or they want to know what time the basketball game starts

Wonder when the first person will die because they can't afford to call 911...

Not sure how that will work seeing as how 911 will work on a phone even if that phone isn't in service. They already charge for 911 on cell phones.
