I don´t see why anyone would sell because of this, ofcourse if it´s a very small paysite then sure sell it, but there is many solutions to the problems :-)

Incorporate in Europe, get a merchant account = 2.5% chargeback limit because it´s international.
This will approx. cost you 6-8% in processing fees. This will be included a gateway like "Netbilling" who provides customer service/scrubbing..... this will be our plan if Jettis won´t find a simpler solution for the european webmasters.
