ICQ help please: contact list not loading.

Not sure, but I know this has happened before. It says 'no contacts'.

Does anyone know the steps I take to fix this?

I've had that happen to me.

Just shut icq down and start it again.

If you reinstall ICQ it will retrieve your list.
