Do any one know, or think they know when google will update PR ?

No one knows this for sure. But they used to export PR every 3-4 months roughly.

Last update was done in second week of January 2008, so expect next update around middle of April.

Correct.
Then again there was an update about 2 months before the last update. There was a timeframe of about a year between this update and the update before that. I might be off by some months.
