I was doing a research on them and I noticed a lot of people weren't paid or were never paid on time from them.

On their page it states that it's under new managment. I was wondering if that has changed anything recently.

Please post your experience with them ONLY if you've promoted them recently or are promoting them now.

Does Intergal still pay $5 per "certified" click-thru?

I promoted them for a period of time, with a poor conversion ratio for me ...
I finally had 2 signups, I stopped promoting them, I got my first $80 check from them, and now I'm waiting for my second $60 check, I guess it will arrive in time.

I use sexhit (part of the group ownership of them all). I did have a hold placed on my account a little over a year ago, talked with them, got the hold lifted, and all money paid. If you don't get paid, you probably have a hold on your account. Mine was b/c I sent 3 paid trials during a period and all 3 canceled in under 5 minutes. I see their justification for it. They used to convert very well, but they are no longer using their own merchant account, and using a 3rd party, so they don't convert nearly as well, but still $70 per free signup is good.
