and others do not. I am seeing this with epoch.

I think that happens with Paycom's default join forms and always with ccbill, it's part of the scrub factor.

To see if the address matches the billing address of the card.

Some site owners are more concerned than others about keeping their negative transactions low, AVS verification is one way to do it. Also, there is no address verification outside of the US.
