It seems that most designers only have knowledge in photoshop.
If they're good (and you are lucky), they know flash, too.

But which designers not only use photoshop, but also have knowledge in the new javascript features, like scriptaculous, dhtml, etc?

Go to the mainstream forums like sitepoint, digitalpoint etc. These dudes churn out great work for peanuts and they LOVE doing adult side projects ;)
