I speak a decent amount of Russian. There's nothing that specifically mentions keeping tabs on people for nefarious purposes. It looks more like a site to inspire webmasters by success stories of others. Although I suppose it could be the former. One of the sections is entitled, best I can translate, where to spend our money, and has links to a lot high end cars.

Someone have too much time to waste to gather all these infos!
