It's legal in the sense of he lives in a state that allows upskirts with no penalities. That being said, if any of the women on his site recognizes themselves, he can be sued for making money off their likenss, and he'd lose. He wouldn't lose much as the woman would have to prove that her specific image brought a certain amount of revenue, but he'd lose.

I know him, he actually helped me get my start. My first 35mm Film camera purchase was from him years ago. He's a good guy.
