I think he is wrong when you consider he's apologizing on behalf of those "who are happy that Isreal was found."

I don't think anyone (maybe barring Isreal himself, and those that worked to keep him hidden) is _unhappy_ he was found... it's must assuredly another step to figuring out what happened, after all - and I think it's a safe assumption that everyone here wants that.
