Question to video encoders! DVD to flv (youtube). Need help

Hello tech video guys. I have a question. I have a DVD and i need to encode one chapter of it to flv video or some other format and upload it to youtube. how i can do it???
I an in another country now nad my tech guy is offline and do not pick up a phone. I need your help
