Hey there bird!

For Apache, and command line stuff, I would suggest getting a linux book on Fedora or Ubuntu or whatever versions of linux your hosts tend to use. Install it on a computer at home and start playing with it. Start with an entry level book, then later you can work up to a book thats geared more towards systems administration. Be prepared to spend lots and lots of time learning this stuff, it can take a while to figure out.

For perl, get the Beginners Guide to Perl, and the Perl Cookbook by O'Reilley Publishers.

Google for some linux/perl mailing lists and forums... get on IRC in the help channels and listen.
