It doesn't say you can't have a shorter refund period, though. It just say not to make it longer than 90 days.

It says after 90 days, not before. Was there also something else in the letter that says you can't go less than 90 days? It's just that what you posted doesn't say anything about refund periods under 90 days, just over.
