I need a *COMPETENT* PHP programmer for a single job!

I need someone who is comfortable with using PHP to:

split large files (millions of lines long, into segment files, approx 10,000 lines each)

import pre-existing databases into mysql

and

Compare between the database the the text and csv file segments, and export records which are common in both, to an OUTPUT file.
