I'm just wondering why some CCBill sponsors decide NOT to offer the Webmaster Referral option? Is there a usual factor?

It's a sites designed only for private advertising. Often have very good ratio (1:15 - it's real). So they just no need other advertisers. If ratio drop down - they will open referral program or include this sites in some big affiliates program.

I see. But what about brand new sites that don't offer it? For instance, SummersCash.com (solo girl Sandy Summers) doesn't offer it, and they are a new site. Surely they can't be converting at 1:15 just yet.

1) New site = best ratio. Not even, but often.
2) Can be test period.
3) etc

Why worry about it? It is pennies anyway...

For instance... I have several more than decent webmasters under me in different programs... I will go get some stats....

My webmaster referral commissions at Lightspeed = $439.15 for the year.

That equals a tenth of a percent of my entire gross.

Why spend any time trying to get less than a percent when you can spend it better gaining 5% more here and there in other areas of your system?

Some probably don't like giving money away or think people will hear about it enough without paying a referral. If a place pays 50% recurring I think a 5% webmaster referral fee isn't that expensive.
