ZENN Car, legal in US but not in Canada?

Canadian made fully electrical car. Won the 2007 Michelin challenge Gold prize for urban car. It's legal in certain parts of canada... There is a loophole in the regulation that's going to get fixed in the Quebec province (it was considered too small too be on the road with the actual regulation) within the next couple months.

The reason it's not legal on the road is that you can't get plates for such small vehicles right now.
