How can I create this layout in google?

If you open http://www.google.ca/search?hl=en&q=...a=cr=countryCA
you will see that tucows has 8 more links under its 1st record. Can anyone suggest me how a similar layout can be created? Do I have to upload sitemap.xml (not sure) or not? Thanks a lot.
