How can the Authority ignore the safety during the Rally race?

Everytime I watch the Rally racing on TV, I see lots of people watching the race beside the road...those people can easily get into accident....Why is the Authority not doing anything to restrict the people from standing too close to the roadside....

some of these races are hundreds of kilometers long, there's not enough authority to keep all these people far away from the track, and for most fans, that is part of the fun being up close and personal with the rally
