The Air Force and Navy are turning people away. You now have t qualify for a skill they need to get into one of those. The Army and Marines have been falling well short of their recruitment goals. People still want to go into the military, they just don't want to die in Iraq.

You can tell they are running short because they are extending tours in Iraq from 12 months 15 months. They are also shortening turn around time. At the start of the war if you served 12 months in country you would come home for at least 12 before they could send you back. Now they are starting to keep you there 15 months and only let you come home for 9.
