No reputable person/company will or should guarantee you top 10 results. What you should look for is some guarantee or promised ROI like a certain increase in traffic or hits or something.

The company I work for has a guy who does SEO all day and night. It's a real science and he tailors each job to the specific client. No cookie cutter work just research, tweaking code and copy. You can definitely learn this stuff over time, but to stay on top of it is a full-time job.
