the reason that i was given about the 'forbidden countries' list was that webmasters from there were banned not so much because they were all fraudulent but because the reach of 'the law' was much less than say.... Canada. ie it is more difficult to sue in those countries.

Most programs have banned countries, that's a blanket statement on the FAQ page that was quickly written because the person didn't have all the data. Webmasters in Saudi Arabia (if there are any) can promote our programs. As you can see from my answer up top, Isreali webmasters are more than welcome in Adult.com programs, in fact, they're one of the top 10 countries for us for webmaster earnings.

But if someone pops up from a country where the CIA is going to investigate us because we are mailing checks there, well FUCK THAT.

If you are sending cheques to someone suspected of terrorism or someone who has links to terrorist groups - then the CIA or FBI or whatever goverment agency will trace you down and investigate whether the receiver of the cheques is in Iraq or the USA.
