You have a link on your webpage. Someone clicks on it. The new site (Location of link) opens in the same window... OK
Or, you set it to open in a new window... New window appears, with link location in it... Your site still open in orig browser... OK But with ie7 / firefox users... Can you set it to open, IN A NEW TAB??? |

It's up to the user in most browsers how to open new links. You might be able to try controlling that value via ActiveX but I doubt it, I'm sure the newer browsers have safeguards against that.
