I found if you just blackhole all traffic from China, Russia, Nigeria and any other worthless country that you rarely do business in, there is alot less spam to deal with.

Most of the email spam I receive is delivered by US & EU cable/DSL/dialup IPs. I set up a script to firewall IPs for 72 hours if they attempt to deliver to a nonexistent or blocked username - the list of IPs is currently floating around 5,000...

Yeah, I suppose, I get alot of that, too. The Spam Legalization Act aka CAN-SPAM act really didn't help. Some progress was starting to be made with state laws, that allowed private people to sue for damages. Then CAN-SPAM came in and gave them all the defenses they needed and now its a waste of time to even think of filing a SPAM suit now. Also, they took away the private right of action and made it so that only ISPs can sue, but they left exactly what an ISP is pretty wide open, pretty much anyone who hosts any websites for someone else fits the bill.
