Should anyone on the board be interested my company provides a payout solution (prepaid debit MasterCard) on behalf of networks to their affiliates worldwide.
Please keep in mind that some details on the general site (US only) are more restrictive than partner sites (accept applicants worldwide).

I believe I know where the confusion on this lies. In cases where credit cards are used to load the card there is a 3.5% charge. We provide this private load function purely as an additional convenience for cardholders.
When partners are paying out to their affiliates the load fee is a flat $2. No percentages involved.
Fees are payable by the cardholder except in situations where the network is subsidizing the loads.

The card is sent out (depending on time of day ordered) within 1 business day of ordering. After that you should leave about 5 to 20 business days for postal service dependant on where you're based in the world. Keep in mind all that public holidays and weekend will slow post down.
