A seemingly suicidal driver who's risking everyone's lives zipping through traffic.

OR

An overly cautious driver who's in your way and takes way too long to make all their decisions - doesn't turn right on red after stopping, etc.

An overly cautious driver will cause more accidents because people need to pass them. Nothing like traffic moving 100, and some fuck is in the lane going 70.
