If you're in NY, try Triple X Tattoo. They're amazing artists. The owner, Sean, did a half-sleeve on my once, and he hooked me up with all kinds of stuff (lunch, etc.) while I was there, too. They're located at 203 East 26th Street between 2nd and 3rd Avenue, and their number is (212) 532-1680.

It's all about the bribe without a doubt. Extra cash = extra care. I bribed a Tie company to resolve an issue with one of my rims the other day, I was done in no time.
