3. Can I have a person in the Contacts List without receiving authorization from them?

Yes. In that case they always appear with a question mark in their online status. For example, you may add someone to your Contacts List and you may cancel sending the authorization message, or the other party may not authorize you, or the other party may take time thinking if they are going to authorize you or not. If you want you can always re-send authorization request to other party by right-clicking on a contact.
