I try to rank them based on competition. For example if key1 has 100,000 other listings on google and key2 has 1,000,000 other listings, then you can rank them based on competition level.

The real secret is to pair up the keywords (or phraises) and flip a coin. This must be a genuine silver dollar or it won't work...

Repeat as necessary. Heads you pick the word on the left!

The potential traffic is based on the search frequency of the keyword. Overture have a free tool for it. You can also use, wordtracker and google trends. MSN AdLab also gives a clue.
