Because when you give someone a PayPal ... they then get charged by PayPal ... why would they give you $30 ePass when ... a) they had to load the cash to ePass and got charged for that, and b) got charged to accept your PayPal ...

they're gonna be worse off.

You gotta offer some compensation to whoever does it ... bump up the amount of PayPal you're offering ...

$0 perhaps.... or even $35. I dunno how much costs are incurred.
