Webair has a good CDN that includes distribution points in Europe so check them out. www.webair.com

for a webcam chat type of thing, you don't want a cdn, otherwise you're going to run into a nasty delay with all the buffering going in between the different points.

just getting a dedicated windows 2003 std server and relaying off of that should do the trick.

Your best bet is to setup multiple dedicated servers in different data centers to deliver content for specific geographic regions.

We have data centers in NY and Amsterdam - allowing you to reach the two most important customer bases USA + Europe.

All that you'll need to do is setup the stream to relay to the NY + AMS server and then have your viewers connect to either or. You can use mod_geoip to target which server they reach or even allow them to select US / Europe via HTML links.
