My friend is in costa rica and he used his epass card today

-7,150.00 CRC $-17.03

7k crc is only 14 usd ...

each transaction costs US$2.00, did he check the recied for any local ATM fee? Some places there are a local fee as well.

where did you determine its 14USD?

There is 3 exchange rates. Buying rate, selling rate and mid-rate. The mid-rate is what you get off sites like XE.com

I checked my German, Danish and Swedish banks websites. NONE of them want to buy that currency. Is inflation high down there?

Epassporte tooked once 20$ for one bigger atm transcation.And there is no ATM fee beacuse i using atm card from similar service and there was normal fee.

Visa's exchange rate is worse than my bank's cash rate (which is worse than the cheque rate, which is worse than the teletype rate), so if you're relying on a generic currency conversion figure then it's going to be off.

For example, a few days ago...

$AUD200=$USD178.89 (according to epass)

That's a conversion rate of 0.89445

My bank's "buy note" rate that day was 0.8843

Doesn't seem like much difference, but the important thing is that the T/T buy rate was 0.8584. The bank's rates are fixed for the business day so they would be more conservative than the currency conversion sites, so you're looking at 5%+ difference. Obviously significantly more in your case.

One other thing... is it possible the point of sale is assessing a processing fee? In Australia merchants have the option of passing this on to the customer, although it has to be stated.

if i"m not mistaking it's not epass that converts the money but the bank that owns/operates the atm/merchant account

Thats about right.
Had he used a Visa it would have been the same.

Its Visa that converts it, not epass.
