So I get this email from some italian fuck threatening me over google...

Google doesn't even do anything about blatant financial fraud advertising on adwords, they could give a flying shit about some little adsense BS. However, if something raises an automated red flag you will get kicked out pretty quickly (such as arbitraging adsense traffic.)
