Ok well that's just fine and dandy. The state of Florida expects men who are serving various prison sentences, years or perhaps even decades, to never get off?

Isn't this basically making a law that's guaranteed 100% of people will break?

For starters, not everyone that's in jail is in there for armed robbery.

Secondly, by making laws that you KNOW there's about a 100% probability will be broken by each and every inmate, you're kind of making it difficult to reform those that you incarcerate aren't you? Making laws simply to be able to stack additional charges onto someone? How does that help or accomplish anything?
