Video-to-Flash converter for Perl/UNIX environment?

I'm looking for a simple software that will allow my members upload videos and then convert them into flash movies. Something like YouTube. I'm running Linix flavor of UNIX. And it'd be great if it had a Perl interface. Or PHP in the worst case.

That's just silly. I can code myself but why would I spend a week coding if there is already something like this exists and costs almost nothing?

it does convert to flash , infact "clip-share" uses it
