check out the ad on the page below. i think you get it on the first click (could be wrong on that though). it offers you to type in a word and it would pronounce it

how far away are we from having that data from ip and in what ways would this be effective?

ya very bad idea, most people dont like geo targeting but can live with it, their name is a lil bit too personal:error
