ok, lets say you have a content site and you can use the traffic.
what qualities should that toplist have in order for you to join the toplist ?

it needs to look like it is actually maintained and there can't be any incest or things like rape sites listed

well a lot of things were already said but:
  1. traffic return - the amount i'm getting back is at least as much as i'm sending.
  2. traffic quality - the quality i'm getting back is at least as good as i'm sending.
    you can evaluate this without signing up by looking at the listings: the least of tgps and mpgs the better, no tgp's at all is best.
    you can even check the number of times you see the word "Free". (hey, it works every now and then)
  3. general quality maintenance - if you see the words "rape", "cp", "y0ung" (notice the zero instead of the "O") or any other words like that, or you see to much mess in the descriptions like "FREE PIC 1 FREE PIC 2 FREE PIC 3 FREE PIC 4" ....
    all these indicate that the toplist is not under close quality maintenance.
    the toplist can go to hell to fast.
  4. niche relevance - if this a niche toplist like "shemale" or "boot" and you see 1 or more "teen" listings - the traffic might be quality for someone else but not for you if you have a "shemale" site.
  5. site credibility- if the site has hidden text, zero pageRank, is banned from google, uses all kinds of nasty tricks or popups - this is bad neighborhood.
