No such thing since everyone needs something different in their CMS. All depends on your requirements. Do a search on GFY, there have been pelnty of CMS threads.

Check out awiz paysite manager
It doesnt cost fortune however you can ask the programmer for some custom features to fit your needs.

Yeah, it's called Carma and it ISN'T cheap. Check out Joomla, Awiz or SiteDepth for solutions under $1000
