I spent 3 hours sunday morning cleanup up a neighbors yard.
 

Guy is in his 90's and a whole bunch of us from the neighborhood went over there and cleaned up his yard, pulled weeds, etc. Guy has been in his house for 33 years and I don't think he's touched the property for the last 10.

With the type of people we have around my neighbourhood, someone would have just complained to the municipality and they would have sent out a contractor to do it for him, then sent him a bill. And if he didn't pay they stick the bill on his property taxes.
