So one of my websites seems to be down that i use to host all my banners on other pages but I can view the images via proxy surf sites. Does this mean my isp is blocking the site?

Possibly.Try hosting banner on some stable free image host as quick solution.

I would but the images are outputted by a script im using that needs to be on a normal webhost.

your isp or your anti adware software..

Possibly it is hotlink protection... it is working via the referrer field and using proxies is stripping that field.

theres a connection problem between you and your site
most likely routing, I don't think your ISP is blocking anything.
