No, it's absolutely not 24 hours. I took my limit out 4 hours ago and my full limit is available now. it's like 6 or 7PM Eastern.

It is 4:00 PM Pacific time. I have withdrawn funds at 3:55 and then again at 4:05 many times.

No, it isn't.

ATM limits resets at the same time every day meaning you can withdraw your limit 2 minutes before it resets and then again 2 minutes after.
Limit resets at about 4pm PT.
p2p limits is max 5 transfers per 24 hours.
