The higher your PR, 1 being lowest 10 being kick ass, the more traffic you can expect.

Oki who decide search engines Page rank then ?
Or if someone writes PR1 i should ask about on wich search engine or ?

It's something Google created to indicate the popularity of a site based on the number of other sites that link to it. The way to increase your site's PR is to get other sites to link to yours. That's not hard to do either, because a brand new site can simply be submitted to a ton of directories, link dumps, linklists, toplists, etc. and the first time Google ranks your site you could easily have a PR4.
