what makes USA think we can tell other countries what they can and cannot do?

No one can tell them they cant have them, I dont see anyone telling the US that they are not allowed to have wmd's, the problem is if/when they use them though. :)

Um we can tell them, they signed a cease fire saying they would get rid of what they have. And there were lots of conditions attached to that. Almost all of which they broke.
