I notice alot of the sites at awempire.com, offer free live cams. Are you only paid if users purchases credits?

It depends whether you use PPS or Revshare

Either way, can you be paid just for bringing them visitors or free registrations?

In other words are users required to spend money for you to make money?

the surfers are able to chat for free.
you get paid $40 for sign-up
30% for revs.
in both cases the surfer must make a purchase. for the $40 sign-up he can buy any amount of credit even the lowest $29, you still get $40
